I'm not too sure about balance, but the different characters and how they interact with the negotiation (threats and bribes, mostly) is awfully fun. I think I've finally realized that I fundamentally like almost all negotiation games, and the better they integrate non-negotiation elements with the talking the more I like them. This game has some neat stuff, like maneuvering well and exploiting your limited resources.
There is a game here. However, it lacks the simplicity and elegance of Mall. It makes up for that with complexity. But since the game is only four turns long, you have very few opportunities to adjust your fate.
The social play is the big negative. a brutal game that can strain friendships. I gave up this game because of the anxiety the betrayal mechanism creates. this game really tests one's maturity.
