The activation sequencing is great; differentiating itself from the standard ops vs. events tension, but still manages some of the same virtues. It can, however, lead to odd swings of luck. The events are generally underpowered, though, so mostly you'll be doing OPs. Any novel stuff is undermined, however, by how obtuse the game is. Once you strip away all the overly terse rules and the nested conditionals, what you have is an area-control game with near perfect information that degenerates into whack-the-leader the moment people finally stop wrestling with the rules long enough to realize what's going on.
