Honestly board games aren’t very scary. Unless there is a game about getting laid off from your job, losing your house, and watching your family go hungry. That would be scary.

This is funny and I agree. The scariest things are real life issues but still, I find some games just have that feeling to them.

While I haven't played the Cthulhu Pandemic (which sounds tense!), I find games like Pandemic can be scary due to rapidly rising problems and an imminent lose. Howeveer, their scare factor isn't the "horrific" way that you'd think of during Halloween. I can think of scary/horror/etc. -themed games, but none that really get me scared in that way. Maybe the prospect of having to play Killer Bunnies again :)
EDIT: OK. I thought of one. Perhaps not the scariest thing I've ever encountered, but Betrayal at House on the Hill has some great "scare" elements. More creepy than scary, perhaps, but I think it fits the bill, especially when it comes to board games. I've heard the expansion also ratchets things up a bit as well.

Pandemic, Reign of Cthulhu is very intense, the art on it is pretty dope too. The old ones are nasty!
Pandemic: Reign of Cthulhu is my choice! Fun and the monsters coming out definitely make it a tense scary game!
You also feel very under powered so when you win it makes it that much sweeter!
